From the very start of the budget reform in Russia, experts of ECORYS-NEI have been involved both in the development of its strategy, and in consultations on day-to-day issues of its implementation. Our involvement started in January 2001 with public expenditure reviews of three public sectors, continued in the Tacis projects on State Budget Reform, on Improvement of Public Expenditure Management

on Regional Finance, the WB Regional Fiscal Technical Assistance Project, Sub-project “Technical Support for Realization of Main Activities Aimed at Quality Improvement of Public Finance Management in Russian Federation for the Period 2007 – 2008”. At present we implement budget code related institutional development and capacity building assignments for various line ministries of the Russian Federation.

ECORYS-NEI is a recognised lead consultant on public finance reform in Russia, basing in its work on good knowledge of best international practice in public finance management on all levels, including performance-oriented budgeting, medium-term financial framework, public expenditure reviews, optimisation of budget process, change management, and vast practical experience of their introduction in Russia and CIS. We have strong expertise in developing legislation and relevant methodology of its implementation in a broad range of areas, including public finance.

ECORYS-NEI is well equipped to solve the most challenging issues related to the reforms and Russia’s accession to international cooperation organizations. Among its recently completed assignments is the project on Technical Assistance for Application of International Principles of Official Development Assistance Statistics Development for Recording and Reporting Russia’s Official Development Assistance, related to Russia’s accession to OECD.
